The Honorable Eufracio “Dodong” Maratas, Jr., Vice Mayor of the Municipal Government of Pilar in the Philippines, participated in the first course ELTI delivered with partner, Visaya State University, on Rainforestation (April 22-27, 2009). Rainforestation is an approach to native species reforestation that was developed in the Philippines and seeks to achieve forest restoration for human livelihoods, biodiversity conservation and the provision of ecosystem services.

Dodong has been one of ELTI’s most active leaders. Upon completing the course, he began to seek ways to integrate Rainforestation as a component of an integrated watershed management plan for the small island of Pilar in the Camotes Islands. With a population of 11,000 people and less than 4,000 hectares, the island is already suffering from several problems, including water shortages during the dry season, soil degradation, deforestation and biodiversity loss, lack of livelihood opportunities, unsustainable agriculture practices, and conflicts between upstream and downstream communities vying for access to various natural resources. Rainforestation in Pilar has been used as a tool for water, soil and biodiversity conservation, providing strategic direction for an integrated approach to natural resource management in the island.

In the following interview, Dodong shares with us his experience with ELTI and the activities that he has pursued following the Rainforestation course with support from the Leadership Program.

ELTI: What are the main lessons you learned from the Rainforestation course?

• Similarities and differences between Rainforestation and other approaches to tropical forest restoration.
• Rainforestation is still evolving and implementing it on the ground is trailblazing, which makes it more exciting.

ELTI: What benefits have you obtained as an outcome of your interactions with ELTI?

• Increased knowledge and skills on Rainforestation and environmental conservation in general.
• Wide network of friends who help me push forward my advocacy and make my job as a local leader more interesting and action packed.
• Local and global recognition of my work.

ELTI: What activities have you implemented as a consequence of your interactions with ELTI?

• Partners’ Meeting and Presentation of Rainforestation Trainers’ Re-entry Plan conducted at the PCS Conference Room, and simultaneous conduct of a Biodiversity Forum in three villages in partnership with ELTI alum Mr. Edgardo Salazar on June 2, 2009, funded by Plan International.
• Rainforestation Training and Zero-Open-Defecation Campaign conducted in partnership with Mr. Edgardo Salazar on December 9-12, 2009 at the village of Biasong in Pilar, funded by Plan International and ELTI.
• Honeybee Keeping Project implemented in partnership with CaRFA since January 2010 with initial funding from the Local Government and now from the Rufford Small Grants.
• Strengthening Community-based Biodiversity Conservation Initiatives in Pilar, Cebu Project implemented in partnership with NAKASE (2010-2012), funded by UNDP-GEF-SGP.
• Sustaining Watershed Rehabilitation and Management through Rainforestation in Pilar, Cebu, a project implemented in partnership with Mr. Edgardo Salazar and CaRFA (2011-2012), funded by the Rufford Small Grants.
• Demo-farm on Rainforest Biome and Biodiversity Restoration Project implemented in partnership with the Dapdap Elementary School since December 2011 until the present, funded in-part by the Rufford Small Grants.

ELTI: What is the link between your current activities in the government of Pilar and the conservation and sustainable management of forests?
Pilar is a small island municipality and it has problems such as limited water supply, rapid biodiversity loss, vulnerability to typhoons, and few livelihood options for its people. Thus, its terrestrial and mangrove forests must be effectively managed for its community to help address these problems and sustain its development. As a government leader/policy maker, it is my duty to introduce and advocate integrated and cost-efficient solutions such as Rainforestation, to contribute to achieve our collective vision.

ELTI: Would you like to send a message to your course friends and colleagues, as well as to the ELTI community?
I am forever grateful to ELTI and the amazing people behind it for enriching my experiences and for making me a better conservation leader in our municipality, and hopefully to a wider community in the future. I hope the program will continue for a long time so that more of my course friends will be given the same trainings and opportunities that I did. To my colleagues, let us continue to implement and promote Rainforestation despite difficulties because recent events show that our communities and our country need us. Trust me, you will enjoy it too!

El honorable Eufracio “Dodong” Maratas, Jr., Vice alcalde municipal de Pilar en las Filipinas, participó en el primer curso conjunto de ELTI y la Universidad Estatal de Visayas sobre Rainforestation (Abril 22-27, 2009). Rainforestation es una modalidad de reforestación con especies nativas desarrollada en las Filipinas que busca restaurar los bosques para asegurar el sustento humano, la conservación de la biodiversidad y la provisión de servicios ambientales.

Dodong ha sido uno de los líderes más activos de ELTI. Después de asistir al curso, comenzó a buscar la forma de incluir Rainforestation como parte de un plan integral de gestión de cuencas hidrográficas para la pequeña isla de Pilar, en el archipiélago de Camotes. Con una población de 11.000 habitantes y menos de 4.000 hectáreas de superficie, la isla padece diversos problemas incluyendo la escasez de agua durante la época seca, la degradación de los suelos, la deforestación y pérdida de la biodiversidad, la falta de oportunidades de subsistencia, el uso de prácticas agrícolas no sostenibles, y los conflictos por el acceso a recursos entre las comunidades ubicadas aguas arriba y aguas abajo. En Pilar la estrategia de Rainforestation se ha utilizado como una herramienta para la conservación de agua, suelo y biodiversidad, aportando una dirección estratégica para el enfoque integral en el manejo de los recursos naturales.

En la siguiente entrevista, Dodong nos comparte su experiencia con ELTI y las actividades que ha llevado a cabo como exalumno y con el apoyo del programa de liderazgo.

ELTI: ¿Cuáles son las principales lecciones aprendidas del curso de Rainforestation?

• Las similitudes y diferencias entre Rainforestation y otros enfoques de restauración de bosques tropicales.
• La estrategia de Rainforestation continúa evolucionando, e implementarla en el campo es siempre un reto, lo que la hace más interesante.

ELTI: ¿Qué beneficios ha obtenido como resultado de su interacción con ELTI?

• Mejor conocimiento y habilidades en Rainforestation, y en temas de conservación del ambiente en general.
• Tengo una amplia red de colegas quienes me ayudan a impulsar mi plataforma y hacen que mi trabajo como líder local sea más interesante y dinámico.
• He logrado un mayor reconocimiento de mi trabajo a nivel local e internacional.

ELTI: ¿Qué actividades ha implementado como consecuencia de su interacción con ELTI?

• Reunión de socios y presentación del plan de acción para capacitadores en Rainforestation realizado en el Salón de conferencias PCS, y la celebración simultánea en tres localidades del Foro en Biodiversidad el 2 de junio de 2009, en colaboración con el Sr. Edgardo Salazar, exalumno de ELTI, y con fondos de Plan International.
• Capacitación sobre Rainforestation realizada en asociación con el Sr. Edgardo Salazar el 9 de diciembre de 2009 en el pueblo de Biasong, Pilar, financiado por Plan International y ELTI.
• Proyecto de apicultura en asociación con CaRFA (enero de 2010), con financiamiento inicial del gobierno local y ahora recursos del fondo Rufford de Pequeñas Donaciones.
• Fortalecimiento de iniciativas comunitarias de conservación de biodiversidad en Pilar, Cebú. Proyecto realizado en asociación con NAKASE (2010-2012), financiado por UNDP-GEF-SGP.
• Proyecto Gestión y Rehabilitación de Cuencas usando Rainforestation en Pilar, Cebú. Proyecto realizado en asociación con el Sr. Edgardo Salazar y CaRFA (2011-2012), y financiado por el fondo Rufford de Pequeñas Donaciones Rufford.
• Granja demostrativa en el bioma del bosque tropical y proyecto de restauración de la biodiversidad implementados con la escuela primaria de Dapdap (dic 2011 a presente), financiado parcialmente por el fondo Rufford de Pequeñas Donaciones.

ELTI: ¿Cuál es el vínculo entre sus actividades actuales en el gobierno de Pilar y la conservación y manejo sostenible de bosques?

Pilar es un municipio en una pequeña isla que tiene problemas como el suministro de agua, la rápida pérdida de biodiversidad, la vulnerabilidad a los tifones, y la falta de opciones de subsistencia para sus habitantes. Por lo tanto, es importante que la comunidad maneje sus bosques y manglares de forma efectiva para enfrentar estos problemas y mantener su desarrollo. Como líder de gobierno y creador de políticas públicas, es mi deber introducir y defender soluciones integrales y costo-eficientes tales como Rainforestation para contribuir al logro de nuestra visión colectiva.

ELTI: ¿Tiene algún mensaje para sus compañeros de curso y colegas, y para la comunidad de ELTI? Estaré por siempre agradecido con ELTI y su maravilloso equipo, por enriquecer mis experiencias y por hacerme un mejor líder en la conservación en nuestra municipalidad, y con suerte en otras esferas en el futuro. Espero que el programa continúe por mucho tiempo para que más de mis compañeros tengan el mismo entrenamiento y las mismas oportunidades que yo tuve. A mis colegas, continuemos implementando y promoviendo la estrategia de Rainforestation a pesar de las dificultades porque eventos recientes han demostrado que nuestras comunidades y nuestro país nos necesitan. ¡Y créanme que lo van a disfrutar!
